JROTC Scholarships and Grants Commemorating a Fallen HERO

The SPC Dane R. Balcon Memorial Fund

SPC Dane R. Balcon was a member of the Air Force JROTC program at Warren HS during its inception in 2002. He was an active member of the JROTC armed drill team and was an award winner at the Air Force Nationals Competition in 2003.


SPC Balcon pursued and achieved his dream of becoming a soldier in the United States Army. However, tragically, his life was cut short on Sep 5, 2007, by an improvised explosive device while deployed in Iraq. He completed his mission, doing what he loved – serving this great nation.


Scholarships and Grants have been developed in Dane's name and was created by his mother, Dr. Carla Sizer, to honor his legacy. The Scholarships are currently valued at $1,000 each, and the Grants are valued at $250 each. The number of scholarships and grants vary each year and are awarded to Senior AS4 Cadets, that participate in a Northside Independent School District JROTC program at the following schools - Brandeis, Brennan, Clark, Harlan, Holmes, John Jay, Marshall, O'Connor, Stevens, Taft and/or Warren High School. Students must maintain a 2.5 GPA, complete a resume, and write an essay.


The corporation is organized exclusively for charitable, religious, educational and scientific purposes, the making of distributions to organizations that qualify as exempt organizations described under Section 501(c)3 of the Internal Revenue Code, or corresponding section of any future federal tax code (the "code").


Subject to the foregoing, the specific purposes and objectives of the Corporation shall include but not be limited to the following:


(a) To help develop leaders of character by supporting various educational opportunities, including,

  • To provide scholarships in memory of SPC Dane Balcon for eligible students who participated in the Junior Reserve Officer Training Corps and are interested in pursuing higher education.
  • To encourage and inspire eligible Junior Reserve Officer Training Corps participants to become educated leaders inspired by the character of SPC Dane R Balcon.
  • To provide an opportunity for students to attain an excellent education and honor a fallen hero.

 

(b) To support other worthy charitable or educational causes that are representative of those that SPC Dane Balcon promoted during his life, particularly the creation and preservation of public monuments, memorials, and programs that honor, educate, and exemplify the character and commitment SPC Dane Balcon had to military service and education.

 

(c) To accept, hold, invest, reinvest and administer any gifts, bequests, devises, benefits of trusts and property of any kind and nature whatsoever, without limitation as to the nature or value thereof and subject to the restrictions and limitations set forth herein, to use, disburse or donate the income or principal thereof for the purposes described herein.

 

(d) To conduct fund-raising activities of every kind and nature and to solicit donations, gifts, grants, and other financial aid and assistance for the purposes described herein.

 

(e) To acquire, own, manage, develop, rehabilitate, sell, lease, encumber, or transfer real or personal property in connection with or incidental to the purposes described above.

 

(f) To participate in charitable arrangements of all kinds, including without limitation, pooled income funds, charitable gift annuities, charitable remainder annuity trusts, and charitable remainder unitrusts, to the fullest extent permitted by law and to act as the trustee, or in any other capacity, with respect to any such arrangement.

 

(g) To do everything necessary or incidental to the purposes described herein, which are not forbidden by the Colorado Revised Nonprofit Corporation Act, by any other applicable law, or by these articles.

 

(h) The corporation is irrevocably dedicated to and operated exclusively for charitable and nonprofit purposes.
